E-Government DEVELOPMENT ON THE WEATHER AND INSTALLATION ENVIRONMENTAL AGENCIES Aeronautics and Space by adopting E-BUSINESS
ABSTRACT
Installation Environment and Weather (ILC) is a work unit in the Central Development and Utilization of remote sensing technology, remote sensing Deputy Director General, National Institute of Aeronautics and Space (LAPAN). in the line of duty and obligation is to ILC acquisition, storage, satellite data, and conduct research in the field of remote sensing. Revenue and NOAA satellite data storage (the National Oceanic and Atmospheric Administration) has done since 1978 until now. LAPAN as a non-departmental government agencies must implement government policy, namely, Impress RI. No. 3 year 2003 on the National Strategy and Policy Development of e-Government, so that a LAPAN obligation to implement good governance (good governance) and to improve public services effective, efficient, transparent and accountable. Indeed, there were obstacles, such as: sharing culture do not yet exist, documenting the cultural / archive management is not common, langkanya Human Resources reliable, inadequate infrastructure and relatively expensive, the processing facilities, services, and the source data, so that the implementation of good programs governance is not systematic and not coordinated, even more may not be strategic. Development of e-Government in the management of the NOAA satellite data in the ILC LAPAN combine the methods Esichaikul and Chavananon [6]; and Kalakota and Robinson [9]. This study examine the problems and business opportunities, infrastructure technology, solutions business model, the design of system architecture, and design guidelines, regulations, policies on business process ILC LAPAN. From these results obtained patterns of web-based business solutions, namely: application access pattern for Integration, the self-service, application Integration, the extended enterprise, information aggregation, and collaboration, with the model adopted e-business portal, thereby providing service to users quickly, automatically, , Efficient and effective. Benefits of this research is to provide direction in the implementation of e-business models that run right in the e-Government, provide convenience in managing information / NOAA satellite data, ILC LAPAN help in introducing products and provide direction for the needs of users, to help evaluate the performance of activities in ILC eight, and avoid repetition of a program or activity in the ILC LAPAN. It is expected that the development of e-Government will need to consider the priority users and make up grade infrastructure of information technology in accordance with the development of technology.
